Second Consolidation​

After the implementation of consolidation operation in letter and spirit, the complete record of an estate or sub-division is returned to Mahal side. When 15 years have lapsed after the date of consignment of its Misal Haqiat as verified by the Collector of Sub-Division, once again fresh consolidation operation is demanded by the land-owners of an estate or Sub-Division. This operation is termed as second consolidation which is carried out under the same procedure of first consolidation operation with the prior approval of the Board of Revenue, Punjab, Lahore whereas no such permission is required in case of first consolidation operation.

RATIONALE OF SECOND CONSOLIDATION

With the passage of time, subsequent to implementation of first consolidation operation, the land-owners of an estate or sub division feel the necessity of second consolidation of their land holdings due to radical changes as well as certain other problems of important nature like introduction of new roads, reservation of land for schools, dispensary, extension of grave-yard, partition of joint khatas etc, the land-owners of an estate or sub-division may move for consolidation of holding in writing to the Consolidation Officer in the same manner as adopted in case of first Consolidation operation. However, in case of new physical barriers like new Railway Line, Motor-Way, drainage having been constructed, second consolidation can be allowed at an early date.

SAFEGUARDS REGARDING SECOND CONSOLIDATION

The following principles/safeguards are kept in view during consolidation operation

  1. Area around the village abadi, which is obviously more valuable, should as far as possible be allowed to remain with the owners concerned
  2. The holdings of small land-owners should be consolidated in the first instance, as far as possible, so that their land is not usurped by big and influential Zamindars
  3. The major plot/plots of a landholder should not be distributed unless he consents (in writing) to part with it and accepts alternative land. Similarly the right-holder who has only one plot need not be disturbed at all unless he agrees to have land at another place of his own free will. In case it is proposed to reserve more areas for Rifah-e-Aama such as village paths, khals, graveyards, etc., the area should be deducted from the khewats in which these common facilities existed before consolidation. The total acreage already reserved for this purpose should not be reduced without strong justification
  4. The mode of partition shall be the responsibility of the Consolidation Officer, who should visit the village, hear the land-owners, satisfy himself about the fairness of the mode of partition, confirm it finally and announce the decision on the spot to the land-owners. A copy of the mode of partition, after approval, should be sent to the Collector for record. (Now under new Rule 27, the Collector has to approve the Musawada Scheme).​
